Bald faced liar
The last hour of my life has just been sucked away by someone trying to run a con. Apparently she tries it every couple of years. Here's the thing. The county where I live and work supports the countywide library system with countywide property taxes. Some of the bordering counties do not. Normally I'm pretty quick to pick up on the out of county dodge, but this person had an address that featured the name of our city, which muddied the waters. She was applying for library cards for herself and her daughter and during the process lied to me repeatedly. It took several phone calls to get to the crux of the matter. After investing an hour of my time, I had to go back to her and inform her that her address was outside the county and the new cards I'd just issued were barred before they would ever get to use them. All of a sudden she was totally aware of the name of the county where she resides. AAArrrggghhh... but she still didn't bat an eye.

If people would put as much effort into doing the correct and legal thing as they do to try and get away with something their life would be easier.
I guess they don't realize - or don't care - that they are effecting you when they try their shenanigans.
